They are close to each other.
Cubans go to Miami because Florida is the closest state to the country and they usually end up living in Miami because of the high population of other Cubans already living there, which makes for an easier transition. It's similar with the Mexicans that are more predominant in the states closest to their border..California, Texas, Arizona, etc.
