the best known are of course Cohiba, Romeo y Julieta and Partagas. The best to buy is going to vary depending on what type of cigar you like to smoke. There are various types of Cohiba, Romeo y Julieta etc. There are smooth, bold, strong, etc. so it is really going to depend on your particular taste. cohiba, even if they come from the Dominican Republic ( according to the seal on the box) they are Cuban. They just change the seal so they can re-sell them here.

Romeo y Julieta - make sure it's the real deal, though, not a Dominican rip-off.
If you are in Cuba and looking to by a good cigar, make sure that you are buying the real thing, counterfeits are everywhere. My suggestion would be to buy them from the duty-free shop in the airport. Even shops that look reputable may be selling counterfeits. Also, everybody there has a friend, who has a cousin who works in the factory and can get you a box of cigars for a fraction of the cost. These may or may not be real. I know two cigar smokers with very different opinions about this.

One says - don't buy them they are fakes and therefore a rip-off, the other says, he believes it a lot easier for someone who works in the factory to simply steal a box or two then it is for someone in Cuba to make counterfeits so he takes the gamble and in his view, even a fake Cohiba is usually pretty good.
If you are in Cuba, ask the Cuban selling the cigars which are good. I hear that Romeo & Yulieta are the best, but the Cohiba are the ones that the big-wigs tend to buy.

Of course, if you plan on buying and smoking them there, you can buy from whomever you want, and smoke em all day long. there is nothing wrong with them, and they often are from the factory - they are just not retail highest quality.

If you are purchasing any cigars in Cuba to bring back with you, make sure it is in a proper cigar store and you are given a receipt, and that you keep it. If you don't have one, you may lose them at the airport for having counterfeit. Many counterfeits look real, and are packaged correctly (they come from the factory because workers are allowed to buy/take them).
