The H1b quotas reset every year. And applications aren't ''stack up'' like immigration process do for many years. Or else, it's unlikely that you can reside in U.S. legally if you filed it in 2004, but it's 2006 now! (If you use OPT for your stay, it's valid for one year only) Anyways, go to www.uscis.gov and where you can find the processing dates online, provided that you know where it was filed. (which district office or service center), currently they processed applications submitted in the first half of 2006, so apparently you really need to contact them for your case check.
