Probably not... usually, you have to present the credit card the car was held under, plus a valid driver's license and proof of insurance. And all that has to be in the name of the person who's renting the car.

Worst case, just call them and ask... it's not like it'd take that long to find out.
I am a former Manager for Hertz, whoever picks up the vehicle has to be the person with the credit card. There is no way around it, even the Pope could not get away with this. They do not accept payment over the phone only in person. If you are an organization or a company that has an account set up with them and are are able to set up a PO, then you can have whomever, as long as they have a valid driver's license.
