I called a USA cellphone in China, It says " the phone # you dialed is temporary not in service" it's mean ?

I called to Dallas Tx . I dialed US zone # 1 already. but it still can't work .
what is the reason ?
1. His is not in the city ?
2. His account had ran out of money ?
3. His cellphone is power off ?
