Should Indians change their capital city as Mussoorie?

A capital city should not be too big and a metropolitan like Delhi.
A capital city should not be very hot like Delhi in summers.
A capital city should not be polluted as like Delhi.
A capital city should not be populated as like Delhi.
A capital city should be like Mussoorie, very hilly city and too cold.
I think Mussoorie is the better option to be Indian capital city.
