Rarely, they may be leaving at 11pm, but none thereafter. You can also get the haridwar bound train (Dehradoon express and Mussoorie Express) from Delhi Main station; I think one of them leaves at 1015 pm. For return travel, you have buses to Delhi from Haridwar every 30 minutes starting from 6 am till 1030 pm.
