The city have recently moved the main cruise ship terminal from between Nyhavn and Amelienborg, to Nordhavn. It *is* walkable, but it's a pretty long walk, I'd guess 2km or more.

You should be able to see Nordhavn station and the red S-trains coming and going, as you exit the ship. It's maybe 200m away. From there, you can take any S-train headed to the center (from the ship, facing Nordhavn station, that would be any train going to the left), and get off at either Vesterport or Hovedbanegard (Central Station). Both are really close to the main entrance of Tivoli, maybe another 200m walking from either station.

As an alternative, you could take Bus 26, but the S-trains are much easier and simpler if you don't know Copenhagen. If the ship ends up having to dock at Langelinie (which is further away from Nordhavn station), then Bus 26 would be best; just ask the driver to announce when you are near Tivoli. Tivoli gardens? as in tivoli, the amusement park? well its actually not too difficult to get there from the cruise terminal...ask for the S-train, it is very close to there...you should prob be able to see it..its red. Jump on to that, buy a two zone ticket and then get off and copenhagen central station: K酶benhavns hovedbanegaard, its quite obvious so dont worry too much about that...and once you get out of the station, right across the road is tivoli.
Follow the main route or the crowds past the many shops then it opens up into a large square you will then find Tivoli on the far side. Have fun
Copenhagen is pretty much a walkable city anyway. You can walk the whole diameter of it within a short time.

The Tivoli Gardens are across the road from the Main Train Station, ("Kobenhavn Hovedbanegarn") which is well served by bus services, and obviously trains.

Taxis are a little expensive, but if you wanted to walk your way through the city to the Tivoli Gardens, it wouldn't take too long.
