This can be caused by several things - for example, temporarily as air masses pass one another. An inversion can cause various weather phenomena, including smog and unusual cloud formations. Interesting that you asked this under the "Denver" category - am I to assume you're concerned about the "Brown Cloud"? I lived in Denver for two years, and that was always a target for local DJ's, etc. What's worse is that when there was an inversion, you could go up into the mountains and *SEE* the effect.
