The VA hospital is part of the complex that includes University Hospital and Rose Medical Center. It's a fairly large complex. However, if you'll have access to transportation, the downtown area isn't very far away. You should have no trouble finding a decent hotel that's inexpensive. If you're looking for truly "cheap", Colfax Avenue is about 5 blocks away and there's lots of places available there.
