can you move up in the seats, or does the staff check, and not let people through?

If you have the General Admission seats then you can move anywhere in that space you want. Since the seats are numbered then I doubt you will be able to move into assigned seating - I don't think the person who has that seat would like that :) I don't know if they check your tickets like they do at Coors Amp. or other venues. If not, you would have to get really, really lucky that you just happened to pick a spot that wasn't already sold. Otherwise you are going to keep hearing, "ummm, you're in my seat....".
There really are no bad seats at Red Rocks sound wise. If you are wanting to see the artist better, either get there really early to get good GA seats or bring binoculars :)

The seats are numbered so if there is a large crowd, you will have to stay in your own seat. It is so small that there really isn't a bad seat.
