Are the beaches in the Dominican Republic topless? About what percent of people on the beach are walking around topless?

Topless is only accepted in Hotel/resorts at Puerto Plata and also Punta Cana, but not admitted by the Dominican law. They accept it only in tourist areas and not walking around!

It was this year when i went and yes a lot of the women are topless and the men wear speedos . about 57% are topless
