Transit is a technical word in the airline industry which, essentially, means that you don't leave the airport, you just change planes without 'touching' local soil. This is not the case in London (LHR) as you'll have to disembark from an international flight and transfer to a semi-domestic flight. To explain: Although Ireland and England are different countries they allow free travel between countries (flights are treated just like a domestic flight). You will arrive in England and can freely go to Ireland. But, technically, you can also be free in England as you have to get from, say, Heathrow Terminal 4, to Terminal 1 (to catch a plane to Dublin). You will, most likely, need a visit to visit England - even if it's just for a few hours. Call your local English embassy and ask them about it.
