It may be very difficult, frustrating and expensive -- the non-refundable application fee alone is $100, and it's not likely she'll be accepted. I have friends and acquaintences in Ecuador who've applied up to 5 times and have been consistently rejected regardless of age, sex, relations, reasons, or justifications. It seems to be run on luck of the draw, unfortunately.
She must go to the U.S. embassy in Quito to apply for a visa. She also must make it very clear that she in no way has the intention of over-staying, or working, or breathing (ok, slight exaggeration...) Those might increase her chances of getting a visa.
