There are no direct international flights to Tomsk. You have to fly to Moscow or Novosibirsk first. Airlines "Sibir" (Siberia) and Krasair ("Ksanoyarsk airlines") fly to Tomsk from Domodedovo airport in Moscow, so to avoid changing airports in Moscow, you might want try to fly to Domodedovo (DME).

Regarding the price, it might be cheaper to book your flights to Moscow and from Moscow to Tomsk separately. If anybody can help you with Russian, you can book tickets from Moscow to Tomsk online (Sibir has a website - www.s7.ru, another good travel site is avantix.ru). The total should be around 2,000 USD or less. Booking together you'll easily end up paying around 3,000 USD.

Another (and probably cheaper) but logistically more complicated alternative is flying to Novosibirsk (there are direct flies to Novosibirsk from Frankfurt and Hannover) and then taking either a bus shuttle or train or from there (about 4-5 hours ride). The logistical problem is that you have to get from Tomachevo airport to the bus or train station first. But you'll probably save about 500 USD.
