As a person who has been invloved in exchage programs, I can say that foreign exchange is a excellent way to learn about different cultures. Tourists (i've done this too) get a limited view of a place, and typically do not get involved in the culture around them (they eat at McDonalds instead of local eateries). Living in another culture, even for a short time, it a great way to gain understanding and acceptance.
