This is Muslim Greeting, like Hello. but that's exactly what it means "Peace and Blessing be upon you" and the other person answer back with, " walikum al salam wa rahmatu Allah wa Barakatoh"
means "Peace and blessing be upon you too".

"peace unto you and the mercy and blessings of Allah" there is no such thing as Exact, but this is the greeting i exchange at least a dozen times a day as a muslim....
