if you are talking about the UAE, they will be deported from here. Most people here are expatriotes and in order to make a residence visa, they have to take an aids test. If they fail the test, the visa will not be provided. If aids is discovered after, yes they do get deported.

When I first read the question I thought you meant will the disease be imported? I'm sure that's not what you meant is it? You mean will the person with the disease be deported BACK to their home country. Is that correct? People with HIV are not allowed into the most countries. So they'll never get the chance to get deported because they are not allowed in.
I live in Kuwait and in order to get a residence and work permit, you have to get a blood test for HIV , Hepatitis B and C and all the viral diseases you can get sexually. They also check for Tuberculosis and even you have any virus in your system due to a previous vaccination for Hepatitis or TB, you are deported within 48 hours without given the benefit to explain the real cause. They are very strict about it.

I assume the situation is same throughout all the Gulf countries since there are a lot of expats coming to work from all over the world.
