Would a travel agency in a different country (not the US) charge a BTA (Basic Transport Allowance)?

As in, a certain amount of money paid before you leave that country, then you're given it back once you reach the US?

Does that exist?

I think a family member of mine is getting scammed.. And I'd like to know for sure.
