You should check the travel advisory for that country. From the US, the info is within the site for passports, visa info, etc.
Why travel to Kazakistan at all when you can just watch the "Borat" movie and learn all about it? :)
Check out a DVD of a TV special called The Long Way Round. They visit Kazakhstan and mentioned *some* problems but I don't recall whether the problems were in Kazakhstan or Ukraine/Russia. The show is about a trip Ewan McGregor and Charlie Boorman take, on motorcycles from London to New York by way of Asia. Great travel story, especially if you dig bikes. I actually wanted to go after seeing that. It looks pretty rough in that part of the world - but could be a lot of fun. Good luck!
