Do you need to fill out customs info if sending a package to Guam?

I am preparing to send a small package (under 1 pound) to Guam from the U.S. and I was just wondering if I needed a customs form or not, because it is a U.S. territory.

I tried to find the answer based on the USPS website, but I couldn't find where it explicitly says you don't need it.

So I'll just give you my common sense answer:

As you said, Guam is a US territory and therefore should not need a customs form. Your package is not entering a new country which is what the forms are for. In addition if you try to fill out a customs form online, Guam is not on the list of "Addressee Information," but it is on the "Sender Information." That tells me Guam is considered in the US.

Guam is a U.S. Territory meaning it is part of the U.S. so the answer would be no.
