For starters its not, (if by USD you mean U.S. Dollars) if you have been to Vanuatu its a 2nd world country at best. If you paid what you thought to be high prices, its because you are on an island/s run for tourist for pay for the import of everything and at resort prices. The dollar is not stronger at all, you are just paying inflated resort prices. most resorts are owned by Australian and US investors and you are paying for the resort experience and the shops and activities aimed at tourist work the same way. Most local people working for resorts earn between 100-400 Vatu a day which in a 1st world country wouldn't even buy you lunch. if you wish to live like a local you can do it very cheaply, don't mistake the inflated resort prices for a strong Vatu dollar.
