Check out the Indian ocean nation of Maldives. I've wanted to visit there and scuba dive. Since the the max elevation is only 2.4 meters high a lot of the lodgings are above shallow waters.

Most of the water bungalow's are in the South Pacific. Tahiti, Fiji, Moorea, Bora Bora, Samoa, Cook Islands.

But check this hotel out in Bermuda (9 Beaches) it's a new hotel. Go to this site, click on Caribbean than Bermuda
