If you want a clear answer ask a clear question. How do you define "city"? By area? By population? How big should a city be to be called a city? Remember, a city with 4 Million inhabitants in China is just like a medium-sized town, a city with 4 Million inhabitants in Brunei doesn't even exist, that's about 8 times the population of Brunei.
