If you stay on an island, it will be great for snorkelling, diving and a bit of bushwalking - but I'd give that 4 days max before you become bored. Staying in Cairns is a kinda average to good experience, but it dows allow you to rent a car or take many of the tours in the Daintree, Tablelands , beaches to the North and South of Cairns ie you're more flexible - but there's no reef diving on he beaches as it's too dangerous with stingers [ jellyfish ] and crocs near the estuaries.
