If you are a permanent resident yes.When my husband came from Ireland last year he went to vic roads and showed his Irish drivers license,full birth certificate,and his passport and was given a full Australian license in the mail 2 weeks later.

As long as you have a permanent residence in Australia, you can get a license, but you will need to apply for a Provisional license.
If you are here for a short time, your licence from your own country is sufficient but you can get an international driving licence if you like. If you are going to be here for longer then you will have a residential visa and can get a licence in the State or Territory where you are living. You do not have to be a citizen to get a licence.
