Vietnamese or French.
Vietnamese is the official language but some still speak French as well in the North. I've been there and English is spoken ok in the cities and large towns. If you are visiting, Vietnamese is not too difficult to speak and you can easily find someone who can teach you a few phrases which always goes down well in a foreign country.
