Why do americans need a passport to go into Canada & who's gov't made the law?

Most of us are used to having a passport to go to a foreign country. Of course you could use a cruise missile and an aircraft carrier.

I have no idea, but we have to get a passport to cross the border, too. It isn't always about the Americans, you know. It is about keeping out unwanted terrorism.
