You would need to determine whether you will qualify before even applying. If you contact the local Canadian Embassy where you live, they should be able to give you additional information. The immigration process into Canada is long and expensive. You usually have to apply outside of Canada, but there are circumstances where you can apply for permanent residency after you are in the country. Again, the local Canadian Embassy will be able to recommend the best method for you, based on your nationality. The Canadian government will give preference to potential immigrants who qualify as 'skilled' workers or who have family in Canada. Once your application has been lodged, you will be advised if your application will be considered. After that, they will do background checks on you and call you in for an interview. In the interview, you need to show that you understand either English or French. The next step is a medical examination. This is done by a physician specified by the Canadian government. They'll do blood work, take x-rays, do a general check up and ask you a thousand and one questions about your family history (mental disease, heart disease etc etc etc). You don't get the results of any of the medical tests. If everything is satisfactory and Citizenship and Immigration Canada believes you would be an asset to Canada, they will grant you with permanent residency. If you apply outside of Canada, I would recommend you do not make any travel plans until you have heard whether they will grant you residency status. I applied for permanent residency from inside Canada. I lodged my application at the beginning of November 2000, they told me they would consider my application in late January 2001 and I was given my 'landing' certificate on 21 September 2001. I was able to apply inside Canada because I was married to a Canadian citizen. It cost about CA$4000, not including courier fees and charges to request police reports from countries I have lived in in the past. I was able to skip the interview part as I was coming from a country where English is the primary language. Even though the process is long, expensive and stressful, it is definately worth it because Canada is an absolutely fabulous country. The people are, for the most part, extremely friendly and welcome immigrants with open arms. Unemployment rates in some parts of the country is a little high but every country has their problem areas.
