O casamento de dois estrangeiros em Cabo Verde pode ser celebrado segundo a forma prescrita na lei nacional de qualquer dos contraentes, perante os respectivos agentes diplom谩ticos ou consulares, desde que igual compet锚ncia seja reconhecida por essa lei aos agentes diplom谩ticos e consulares cabo-verdianos.

This means that two foreigners can get married in Cabo Verde according to the form prescribed by the national law of eithr ot the two, before the respective official of their embassy or consulate, provided that their capacity to marry (i.e. being single and of full age) and that there is reciprocity between the embassy or consulate in question and the equivalent of the Cape Verde Islands.

I wonder if the Portuguese Embassy can advise?
Of course you can - if it is considered legal in the UK - I don't know. You can get married almost everywhere but not on a boat by the captain... an old chestnut about as factual as John Wayne doing all the steering, most captains would not recognise a ships wheel if it spun fast and knocked off a kneecap..................
Sure you can as long as you enter the country legally. U.S. citizens and some nationalities only require a valid passport and a Cape Verdean visa to enter the country. The best thing is to contact the Cape Verdean Embassy in Washington and inquire about residency and medical requirements. You might have to be in Cape Verde for a certain number of days and might have to take some blood tests before you are issued a marriage license.
