London/ Paris church tour attire. Covered shoulders?

I am going to London and Paris. Inevitably I will tour a few cathedrals. In Italy women could not wear shorts or have bare shoulders. Does this rule apply in London/Paris??

No not really...you can wear what you like but as they others say, stay modest and don't wear to short stuff...
A hat is allowed for ladies but the men have to take it off...

No, not really - but it is still respectful to not have too much flesh on show!
I would say yes. If for nothing else than you are going into a Church and its a sign of respect to not show too much skin.
I would definitely dress modestly. I have been to many cathedrals across Europe, including St. Paul's in London, and Notre Dame in Paris, in many in Portugal. It's good to dress modestly because it shows respect for those around you as well as the church. I would definitely cover my shoulders and not wear mini-skirts or show any skin. I would try to avoid the typical tourist wear, and try to wear nice pants, a nice blouse, some nice shoes. And I'd avoid hats.
