If you have a train-pass or a buss pas you can visit many fjords at no extra cost.
The fjords are just part of the coast, not private area or tourist attractions.
To have a good look at some of the fjords you might want to take a boat-tour, just for the fjord you are or for a longer distance.

I have been contemplating a sailing holiday in Norway a few years back, and all tours then did call in at several fjords.

Depends on if you want to go the water way or not. The "Hurtigruten" which is a ship, goes along the coast of Norway from the south west to the north.I goes into the deep fjords on the west coast. It is pretty expensive because it is a little like a cruise ship. I would guess you could see some fjord by flying or taking a train to Bergen on the west coast and continue from there. That's all I can help you with!
