Because it's not chic...

And look like... gasp! Americans? ;-)

It's not chic, in many countries you'd die rather than be seen in your home town with sneakers and shorts. However, once you are travelling for vacation in summer you can relax that rule. But not all the way.
I'm pretty sure Brits wear knickers (shorts) but most Europeans lean more towards the "chic" shoes.
They do, first sign of spring they don them, usually with black socks, to highlight the lack of sun.

Funny considering they will be by the sea at sunup with their blanket spread out, guarding their turf.
We do - it's just that they are quieter and more subtle than in the US so they can get missed easily.

They're not so L-O-U-D !!
