Emigrating from Ukraine?

What is the process for emigrating from Ukraine on a K-1 visa? Specifically, does a girl need "legal" permission, signature of some sort from her parents (father) to do this? I understand it would be nice to have his permission but he is a severe alcoholic. She has permission from her mother. She is 24. She seems to think he can legally prevent her from leaving.

Please don't post stupid responses or guesses.

I don't think she needs "legal" permission if she's 24. Obviosly she's an adult, so my guess is the parents can't do anything. good luck.

Get over it. We, Ukrainians are all alcoholics and leve her there. She probably doesn't want to come to some prude country anyways.

She didn't need permission from parents.
The main problem what you can have is with Americans.
In Ukraine is not problem to go out of country but to go in western countries.
She need everywhere of visas.
