I have lived and worked in several European countries since I was 17, and travelled throughout. Without question, Ireland is the friendliest place to travel to -- especially off the beaten path and away from overly touristed areas (but even those have the Irish charm).

That said, you can always find friendly people when travelling - just as you can also find grumpy, mean ones, sometimes it's all just the luck of the draw...

That would depend on where you are from really. But generally speaking - Hungary would be my choice. Their love of wine, dancing, and food will make anyone cheerful and friendly, especially if you join them!
I think that in every country you can meet friendly people. It depends also how you are and how you threat people. I traveled in a lot of European country's and met a lot of friendly people. Especially in small villages.
To me it has to be Malta-They are so laid back and friendly-I just love the place
