Who built the Tour de Cesar castle in Provins, France?

Unlike what suggest its name, the Tour C茅sar was built in the 12th century, not in Roman times. It is first mentioned in a document dating back from 1137.
It was used as a watchtower first and then as a jail.
It was modified in the 16th century (addition of a roof, bells).
Visited the tower and Provins a few times
