Because the only things that even want to be there during the rest of the year are the penguins... and even they have been caught trying to escape... the weather is frigid... BRRRRR...

Miserable weather. Believe me, you would not want to be there in the winter season.
Becuse that is summer in the Southern Hemisphere. Winters are quite rough in that part of Argentina.
