What is the name for the people who carry goods on their backs between Quiaca, Argentina and Villazon, Bolivia

They are indigenous Bolivians who unload huge boxes from trucks on the Argentine side, then carry them to another large parking lot on the Bolivian side. Is this a scheme for avoiding duty?

This persons are located everywhere. They are people made for this jobs, I mean back in the days, the Incas used to have them serving them. Its an honest jobs, and the only jobs they can find. Here in Lima you find them in the markets, in the textile places...That's what they do. That's how they support their family. They don't have a good educations , many of them probably haven't even gone to school, therefore they couldn't get a better job.
I don't think you can avoid this work, maybe you can improve the way they work by giving them special machinery or uniforms like belts or things like that.
