In principle, the region is politically independent from the USA, however most countries have a very strong economical dependency due to commerce trading, off-shore American manufacturing plants, etc. and thus the real autonomy is fairly limited.

The situation is getting worse in some cases by unfair "trade agreements"

Americans don't have a say on political issues in latin american countries, so every country is autonomy on its own. The economic side is other story. Argentine relies on the FMI and being loaned from mostly European countries.
You can't generalise.
You need to learn the history of each country first.

Latin America are less influenced by the US now than some years ago, it's autonomous, just check out the new social tendence in many countries, they think that the US guidance haven't made them grow so decided to abandon that ship, just Mexico keeps being ruled by the Right. and the elections were really thight.
Good question... It is really hard to talk about Latin America as one region, but anyway. I think Latin America has autonomy. There are economies like Brazil's that are big enough to have some negotiation power. There are also resources and markets in the region. The U.S. has many domestic issues besides Iraq, so I think they are not involved or focus in the region as many people think. Also the U.S. doesn't concentrate all the influence, Europe has influence in the region and has economic power to invest.
