Yes, ADSL cable is available in Suriname. The modem costs about max 400usd. Monthly you still pay 50-60usd added to the phone bill.
I used to have dial-up in Suriname, but i often get online, so it was much more costly than ADSL. Dial-up is cheaper after 10 o'clock at night. Im sure. It is also a little difficult to connect to the internet station.
