I found one (after searching at Google): 1-877-MEXITEL -- if you search on Google or Yahoo, you might get the answer! ;-)

you can go to the website below, click on "English version" then click on consular services to find the consulate nearest you. They are always difficult to reach by phone, tho they usually have English speaking staff to speak to if you do get thru. If you can go there in person it is better.
