Geez no don't do that. That is considered a weapon.
You can't take law enforcement strength sprays such as CS. OC (Oleoresin Capsicum) spray is legal.

Maybe in a checked bag, but certainly not a carry-on (which I think is what everyone else is assuming you are saying). Better check Mexican laws first.
