An excellent place in Mexico to drive if you want to be up high is the "Parque Nacional del Nevado de Toluca" near Valle de Bravo (great driving) and Toluca, Mexico state. There is a decent dirt road which I believe gets close to the crater at about 4700 meters (About 15,400 feet high)

This Mexico City-Toluca area is the volcanic axis of the country and many locations are quite high (At least half mile to a mile higher than Real de Catorce).

In the North of the country, the impressive Mountain near Galeana, Nuevo Leon (South of Monterrey) has a highway going to the top at about 3700 meters (over 12,000 feet).
