13 Million just on the city but all the metropolitan zone (also part of the city but on a different state like the sate of Mexico ) have over 20 million habitants. Still it's the same city you know metro station, bus routes, cab companies, pizza guys, everybody goes from one side to another it'll take you more than 6 hours to drive trough that city with traffic. i hate that place =) the same way Homer Simpson hates New York.
