I would say Nogales, Arizona because there are less drug cartels in the area. Also because of lack of traffic.

I second the nomination for Nogales. It's also a relatively quick and easy crossing. For example, driving back into the US, I can typically cross at Nogales well within an hour, compared to 3 hours or more at Tijuana.
