I live in Tempe, Az and I want to drive down through Nogales into Mexico. Will I need a passport?

Well, You don't need a passport to enter Mexico, but you will need one if you plan on coming back. That is if you weren't born in the U.S.
If you were born in the US, you just need to show your social security card.

You will not be required to have a passport, but make sure you have excellent documentation upon your return to the U.S. Something that PROVES your citizenship: voter registration card, birth certificate, and, obviously a photo i.d.

Mexico will let anyone in, so the only concern is demonstrating your citizenship to come back home.
