Can I fly from Tijuana into Southern Mexico without a U.S. Passport?

I am wanting to fly to Southern Mexico with no U.S. passport and understand that I cannot fly out of California -- so my alternative is to fly out of Tijuana . . . Do I need a U.S. passport to do so?

No it is not necessary. What is necessary is a birth cerificate AND government issued identification. If you fly from Mexico to US you WILL NEED a passport. Other Travel Tips
Technically, you do not need a U.S. passport to fly internaly in Mexico...but as an American in Mexico I've found that authorities REALLY like you to have one. Be sure you have your birth certificate and tourist card with you at all times. Since you will be flying on a Mexican airline, I believe the best thing to do is call the airline you are planning to use and ASK them. If you are not fluent in Spanish, ask for an English speaking person...they always have them.
