What are the requirements for a US-Tourist visa holder to get to Tijuana?

My non-US citizen father have a multiple entry US Visa (B2). He was given 6 months stay and it will expire next month. We are planning a 2 week trip to South California and do a side trip to Tijuana. My question is, do we have to get a Mexico Visa for him? Does he have to surrender his I-94 at the border? We are only staying a couple of hours. What are the procedures? Wont it be a problem to get back in the US? Please advice.

If he steps out of the country even for a second he needs to surrender his I-94. with his visa he should not have a problem re-entering and getting a new I-94 after completing the Immigration entry form. If his visa is about to expire they might give him permission to stay until the visa expires or a much shorter stay upon his new entry.

The border is not too much of the problem. The main challenge is the immigration control gate within the US. By getting close to the border, regardless whether he crosses the line or not, all of you are going to be double checked in the second security point. They will check his passport, visa and I-94.

In theory he should not have any problem if the visa is OK and he or anybody else in your party had not had any problems with immigration.

I'd recommend against it. Even pre-9/11, it was a hassle coming back from Tijuana on a B2. Last time I tried was with friends visting from Sweden, and we spent 3 hours at the border because the INS people weren't clear on the policy.

In today's environment, I just wouldn't even try.
You might not need a Mexico Visa depending on your nationality. Read below:

If you are a citizen of Andorra, Argentina, Australia, Austria, Belgium, Canada, Chile, Costa Rica, the Czech Republic, Denmark, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Island, Israel, Italy, Japan, Liechtenstein, Luxembourg, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Puerto Rico, San Marino, Singapore, Slovenia, Spain, South Korea, Sweden, Switzerland, United States of America, Uruguay or Venezuela, you don鈥檛 need a visa to enter Mexico, although you must present a valid passport and fill out an immigration form for tourists and business trips, which can be obtained in travel agencies, airlines or at the point where you enter Mexico.

The immigration officer at your point of entry into Mexico can also request that you demonstrate that you have sufficient funds and a return ticket to your country.

If you are a citizen of any other country, you need to go to a Mexican consulate to request a visa. If you have a family member, friend or acquaintance in Mexico, he or she can do this at the INM.

Consult the requirements or go to any of the INM delegations throughout Mexico for detailed information about requesting a visa.

He doesn't have to surrender his I-94 if he's going back to the US... I-94 is valid for a 6 month stay, multiple entries I believe. So as long as it hasn't expired, he should be fine. However, if you are worried about this, you could as a Border Patrol agent what you should do, but I don't think you have to hand it in, as long as it's still good.
