It may be that you don't need to pay anything if you are only visiting near the border, but it is absolutely incorrect that you can go farther than that without paying. You will need an FMT - Tourist Visa to visit Mexico. If you are flying, you will be given the appropriate forms to fill out on the plane. If you're driving, you get it at the border. You MUST go into the border station and fill out the paperwork and get your FMT. When I crossed in Douglas in May, the price was $230 pesos or US$23. (You can pay either in dollars or pesos.)You must pay the fee at the Banjercito office at the border, take the receipt to the border station and get the visa stamped. If the bank is closed, you can pay it at the visa counter. Keep your visa with your passport. Don't lose it. You have to turn it back in when you leave the country. If your passport was stamped with an "entrada" stamp when you entered, MAKE SURE they stamp it with a "salida" stamp when you leave. Usually, they don't stamp them on entering anymore.

If you are driving your car beyond the border area. there are other requirements involving a lot of photo copies of license, registration, ownership papers, proof of insurance, etc. Make sure you have multiple copies of every paper you can think of before you go. You will then have to pay a fee (I think it's still $10) with a credit card. If you don't have a credit card, you will have to post a bond based on the value of the car (up to about US$300). You get the bond back when you take the car back to the border and turn in the sticker they will put on your windshield to show that your car was legal to be in Mexico and is now being taken back out of the country.

The vehicle registration desk is often at a different location than the visa desk. If you don't see it, ask. If you' don't register your vehicle on entering the country, you are running a great risk. If you are stopped inside the country and don't have the windshield sticker, you risk losing your car entirely.

All of the above applies if you are crossing into Mexico by land. If you are flying, you will still pay the $23 FMT fee, but it will be built into your airplane ticket so you won't notice it. But it definitely is NOT free to enter into the interior of the country.

To actually cross the border is free. There are other things that do cost, however. You must have liability insurance that covers your vehicle in Mexico. Your regular insurance doesn't cover you there. I don't remember any prices from my trip, but it was reasonably priced. I saw a site for an insurance company this week when doing a similar search. Just search for auto insurance in Mexico. I had mine done weeks before my trip. I think that a passport is required now, as well. If I remember correctly, I had to list one credit card on my paperwork when I drove across the border. I know identity theft is a concern more now than then(1998), but it was required at the time I went. If you're just crossing to visit a border town, it's not worth it. Just walk across and get a cab. If you're driving farther south, take heed. It's a whole different driving experience down there. All the luck to you.

As a side note, if you are a woman or travelling with one, pack panties and bras, etc. right on top in your bags. We were searched several times on the way and when they got to the undies, the search was over. The guys were absolutely embarassed to see my wifes unmentionables.
Also, at the border, if the attendant mentions a tip for his speedy service, forget the signs that say that gratuity isn't allowed. Just shake his hand with a $5 bill between your fingers and say muchos gracias as much as you can.
