Rocky Point?

Ok so this seems silly but where is Rocky Point.. I've noticed its associated with "Puerto Penasco" <-- what is that a city? Anywho I'd like to know where Rocky Point is [City & State or something so i can map it and get directions]..
Do they have ppl selling clothing, handbags, cool things on the streets and where are these 'shops'?
Where are some good nightclubs there?
And does anyone know of a good hotel to stay at that is close to these shops & clubs?

Oh and if I drive there, would I actually be able to drive around [as if I know where I'm going].. or is everything relatively close..
